Kathy Lanier, executive director of the Carroll Education Foundation, will speak at this week's Southlake Rotary Luncheon Speaker Program. Ms. Lanier will speak about the effects of recapture (Robinhood) on CISD and why an organization such as CEF is important. She will also discuss which teachers are funded this year by CEF and how they are chosen.
